First Financial Associates (FFA) was selected by the United States Department of Agriculture, Farm Service Agency (Washington, DC and Kansas City offices) and Foreign Agriculture Service, to manage and administer their Child Care Subsidy Program (CCSP).

These agencies in the USDA have established a Child Care Tuition Assistance Program in accordance with Public Law 107-67, Section 630. This law permits Federal agencies, contingent upon funding, to use appropriated funds to assist their lower income employees with child care costs.
